I would have loved Law & Order: SVU Season 27 Episode 17 if it had been an episode of Law & Order: Organized Crime.
That’s where stories belong about cops who get sidetracked by falling in love with their connection to the cartel they’re trying to take down.
Law & Order: SVU is supposed to be about offering hope and empowerment to sexual assault survivors, but the trafficked girls were an afterthought this time, while everyone focused on Velasco getting himself in trouble.

Velasco Should Have Been The Lead Into an SVU Case, Not The Center of the Story
On paper, the idea of Velasco giving SVU an anonymous tip about trafficked girls and Benson having to deal with his DEA handler being displeased while trying to locate the victims is brilliant.
However, Law & Order: SVU Season 27 Episode 17 had too much of Velasco for the story to work.
Once SVU learned about the existence of a second set of trafficked girls who were still being held somewhere, that should have been the main focus, with any concerns about what Velasco was up to being a subplot.
Instead, it was the other way around, making it feel as if the girls who were supposed to be central to this story were little more than an afterthought.

Sure, Benson told the DEA lady she wanted to find the girls regardless of what Velasco was doing, but that was one scene.
The majority of the episode was devoted to Velasco appearing shady, with it being revealed that he was sleeping with a woman who was supposed to be the girlfriend of the head of the trafficking operation.
Fin tried to convince him that he was in too deep, Benson tried to get him to drop the case, and it all culminated with him getting shot shortly after telling SVU where the trafficked girls were.

Technically, the story was about the victims because Velasco was supposedly risking everything to find them, but what investigation was there into that case?
Velasco gave Benson the original tip; she spoke to a rescued victim whose sister was missing, and then Velasco blew his cover to tell her where the other girls were being held.

In between, we had plenty of SVU focusing on what Velasco was or wasn’t doing, including a cameo Noah appearance that was incredibly unsatisfying, considering this is the first time he’s even been acknowledged all season.
Noah’s only purpose was to ask Benson why someone was at the door and say hello to Velasco before disappearing so that Benson could say under her breath that he’s been rebellious lately, something that there has been zero evidence of, and which wasn’t developed at all.
I hope that’s foreshadowing for a future storyline, because there is so much more that SVU could and should be doing with Noah’s character.
Pointless appearances aren’t enough.
We don’t need to be reminded that Law & Order: SVU knows he exists. We need him to have an actual purpose when he is on screen.

At Least Law & Order: SVU Season 27 Episode 17 Featured a Lot of Fin
Fin’s absence during Law & Order: SVU Season 27 is another sore point.
I understand the budgetary concerns, but he’s one of my favorite characters, and I want more of him.

Unlike Noah, Fin’s appearance was worth it, at least if you ignore the fact that this was not an SVU story to begin with.
Fin came in specifically to help with the Velasco situation, although I wasn’t clear why — had he moved back to Narcotics when we weren’t looking?

In any case, he did his job well, even tailing Velasco to try to convince him that he was in too deep and needed to get out.
Of course, Velasco didn’t listen and only learned his lesson when he got shot, but at least Fin tried.
The bottom line with Law & Order: SVU Season 27 Episode 17 is that if you ignored the fact that it felt like it belonged on a different procedural altogether, it was well done.
This was a tightly written story about a sex trafficking operation and an undercover cop who got so caught up in his feelings about a woman in the cartel that he forgot he was a cop first.
It had all the plot twists that would have fit perfectly on shows like FBI: a big, high-stakes operation involving dangerous cartel leaders, a promising suspect found dead within the first 15 minutes, and an undercover agent who couldn’t be trusted.

It resembled Rollins’ first guest appearance when she joined Intelligence in that it featured an interesting case tangentially related to SVU.
If you’re a bigger Velasco fan than I am or prefer the procedural elements of SVU’s stories, you probably enjoyed this one.
But since I love SVU’s focus on trauma survivors, for me, this fell completely flat.
What about you, SVU fanatics?
